Parliament has approved the Social Protection Bill 2025, paving the way for the establishment of a Social Protection Fund and providing a legal foundation for the implementation and regulation of key social intervention programmes across Ghana.
The bill, passed on Thursday, July 31, aims to enhance access to social services and ensure fairness in the delivery of support to underprivileged populations.
Its approval follows pushback from the Minority during earlier deliberations on Wednesday, July 30, with concerns raised over the absence of a quorum during proceedings.
The newly established Social Protection Fund is expected to mobilise resources for social interventions and manage emergency needs related to vulnerable communities.
Programmes covered under the bill include the Livelihood Empowerment Against Poverty (LEAP), Ghana School Feeding Programme, Basic Education Capitation Grants, and exemptions under the National Health Insurance Scheme (NHIS), among others.
Addressing the House, Minister for Gender, Children and Social Protection, Agnes Naa Momo Lartey, said, “This bill provides the needed legal backing and strengthens the framework for the country’s various social protection initiatives.”
