The Minister of Education and Member of Parliament for Tamale South, Haruna Iddrisu, has clarified that the Mahama-led administration will not produce a White Paper on the ongoing constitutional review process.
Speaking to the media on Wednesday, January 7, 2026, Mr Iddrisu explained that the constitutional review report submitted to President John Dramani Mahama is currently undergoing thorough examination by a team of legal experts.
He disclosed that a constitutional review implementation committee will soon be established to guide the process and oversee the handling of proposed amendments.
Mr Iddrisu said the constitutional review being undertaken should not be confused with the process set up under Article 278 of the 1992 Constitution, as was done during the administration of former President J.E. Mills.
According to him, the review led by Professor Henry Prempeh was not constituted under Article 278, and therefore does not require the issuance of a White Paper.
He explained that once the legal scrutiny is completed, the report will be subjected to cabinet consideration, engagements with political parties and broader public consultations.
The Education Minister noted that while a White Paper will not be issued, the government will clearly communicate to the public which recommendations have been accepted and how the implementation process will proceed.
He added that 2026 has been designated as a governance-focused year for President Mahama, with constitutional reform forming a key part of efforts to deepen growth, transformation and democratic governance.
