FIFA has unveiled a new low-cost World Cup ticket category in response to strong criticism from fans over soaring prices.
The announcement follows complaints from supporters enrolled in national team travel clubs and loyalty programmes, who last week found that the cheapest tickets for next July’s final in New Jersey were selling for more than $4,000.
On Tuesday, FIFA said it would now price 10% of each Participant Member Association (PMA) ticket allocation for every match — including the final — at $60, targeting the most dedicated national team supporters.
The decision was taken after discussions in Doha this week, where several football associations reportedly raised concerns about the original pricing structure. The FIFA Council is scheduled to meet in Qatar on Wednesday, December 17, 2025.
Fan organisations had sharply criticised FIFA’s initial approach. Football Supporters Europe (FSE) labelled the pricing a “monumental betrayal” and called on FIFA to suspend the PMA ticket sales.
Under the PMA system, each country is allocated 8% of a stadium’s capacity for every match.
A FIFA official familiar with the talks said ticket demand had been unprecedented, with more than 20 million requests received during the latest sales phase.
“We’ve taken the feedback on board, and introducing this new category is the right decision,” the official said. “Member associations will have to determine how the tickets are distributed. This is a unique tournament in a unique US market, where ticket resales are permitted, and demand is extremely high.”
Earlier, FSE and its Disability and Inclusion Fan Network had written to FIFA President Gianni Infantino, criticising a policy they said excluded disabled supporters from access to the cheapest tickets and significantly departed from established practice.
