SML Case: Court Grants Former GRA Boss, Four Others GH₵50m Bail with Two Sureties

The Accra High Court has granted bail to the former Commissioner-General of the Ghana Revenue Authority (GRA), Rev. Dr. Ammishaddai Owusu-Amoah, and four others in connection with the ongoing Strategic Mobilisation Ghana Limited (SML) case.

Rev. Dr. Owusu-Amoah (A4), Emmanuel Kofi Nti (A3), Isaac Crentsil (A5), Evans Adusei (A7), and Strategic Mobilisation Ghana Ltd. (A8) were each admitted to GH₵50 million bail with two sureties, both of which must be justified.

They are standing trial alongside former Finance Minister Ken Ofori-Atta (A1) and his Chief of Staff, Ernest Akore (A2), on charges that include influencing a procurement process for unfair advantage, causing financial loss to the state, and using public office for profit.

Bail Conditions

  • As part of the bail requirements, the accused persons must:
  • Deposit all passports and travel documents with the court registry.
  • Report to the Office of the Special Prosecutor (OSP) once every week.

Because the court closed late on Thursday, the trial judge ruled that the bail terms would formally take effect on Monday, December 15, 2025, when the accused return to complete all procedures. Until then, they will remain on their existing OSP bail terms.

The court also instructed all affected accused persons to report to the OSP on Friday, December 12, to begin the documentation process for meeting the bail requirements.

Prosecution’s Allegations

According to prosecutors, the accused individuals allegedly participated in a scheme that illegally secured procurement contracts for Strategic Mobilisation Ghana Ltd. This arrangement is believed to have caused financial losses exceeding GH₵1.4 billion to the state.

They are further accused of:

  • Manipulating procurement processes,
  • Obtaining unlawful financial gains,
  • Using public office for personal profit.

Prosecutors stated that additional payments amounting to billions of dollars were anticipated under the scheme before the State intervened to halt the process.

Next Steps

The case has been adjourned to Tuesday, December 17, 2025, for the MP for Jaman South, Kwadwo Damoah (A6), to appear before the court and take his plea.

The court rejected a prosecution request for a bench warrant against the MP, ruling that he enjoyed parliamentary immunity at the time the summons was served, as Parliament was in session.
