Bagbin urges newly elected MPs to champion a citizen-focused Parliament

Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has encouraged newly elected Members of Parliament to commit to building a Legislature that prioritises the needs and interests of the Ghanaian people.

He made the appeal during an informal meeting with first-time MPs, part of an initiative designed to foster collaboration, open communication and smooth integration of newcomers into parliamentary work. He added that similar engagements would soon involve senior MPs, journalists and the public through televised sessions to enhance transparency and public participation.

Speaker Bagbin urged the new legislators to dedicate themselves to shaping a Parliament that reflects the concerns of citizens. He emphasised cultivating a democratic environment grounded in integrity, respectful debate and inclusive participation. He suggested establishing a mentorship programme through which experienced MPs can guide younger colleagues and help preserve institutional knowledge.

Tracing Parliament’s evolution, he noted a shift from adversarial politics to a more cooperative multiparty culture. He encouraged MPs to prioritise national interest without abandoning their political convictions, adding that partisanship strengthens democracy only when responsibly practised.

Bagbin also clarified the distinction between Parliament as an institution and the responsibilities of individual MPs. He advised the newcomers to develop expertise in specific policy areas, particularly through committee work, which he described as the “engine room” of the Legislature. Effective committees, he said, require research, preparation and active engagement.

Addressing constitutional issues, the Speaker explained that parliamentary privileges and immunities exist to safeguard citizens’ representation, not to grant personal benefits to MPs. He also highlighted long-overlooked constitutional provisions regarding the welfare of assembly members and pledged to reinforce decentralisation. He reiterated that Parliament—not the Executive—must constitutionally determine disbursements such as the District Assemblies Common Fund.

Bagbin expressed his hope to see Ghana’s Parliament recognised globally for its excellence. He encouraged MPs to embrace unity amid diversity and to reject divisive political rhetoric. Touching on recent public commentary about his attire, he noted that parliamentary dress in Ghana reflects cultural heritage and identity.

He concluded by commending MPs for their recent contributions and assured them of his continued support as they advance in leadership, ethics and legislative practice.
