2026 Budget: Gov’t Allocates GH¢828m for 1,000km of Agricultural Enclave Roads

The government has earmarked GH¢828 million in the 2026 Budget for the construction of 1,000 kilometres of agricultural enclave roads to improve farm accessibility and help reduce food inflation.

Presenting the 2026 Budget Statement to Parliament on Thursday, November 13, Finance Minister Dr. Cassiel Ato Forson said the initiative is central to the government’s strategy to ease the movement of food crops from farms to markets.

“To facilitate the transportation of farm produce to markets and reduce food inflation, we have allocated GH¢828 million for the construction of 1,000km of agriculture enclave roads,” Dr. Forson said.

For years, farmers have cited the deplorable nature of feeder roads as a major contributor to rising food costs, as poor road access increases transportation challenges and overall market prices.

Major Infrastructure Progress Across the Country

Dr. Forson reaffirmed the government’s commitment to improving road infrastructure, which he described as crucial to trade, distribution networks, and national development.

He revealed that as of September 2025, 268 road projects covering 8,300 kilometres of roads and bridges were under construction nationwide.

Key corridors have seen notable progress:

Accra–Kumasi Dualisation – 64% complete

Takoradi–Agona Nkwanta–Elubo Highway – 72% complete

Eastern Corridor (Dodo-Pepesu to Nkwanta-Damanko) – 80% complete

“These improvements are enhancing connectivity across the Oti and Northern Regions,” he noted.

Work is also progressing on other major projects, including:

Tema–Akosombo Highway – 58% complete

  • Bolgatanga–Bawku–Pulmakom Road – 95% complete

According to the Minister, the near-complete Bolgatanga–Bawku–Pulmakom stretch will significantly improve trade links with Burkina Faso.

Bridges and Community Connectivity

As part of efforts to enhance access in underserved areas, the government is constructing 50 bridges nationwide. Notable among them are:

  • Dikpe Bridge over the Tano River – 45% complete

Volivo Bridge across the Volta Lake – 60% complete

Routine and periodic maintenance has already been carried out on 21,000 kilometres of trunk, urban, and feeder roads. In 2026, the government targets an additional 25,000 kilometres of maintenance.

Upcoming Projects to Reduce Accra Traffic

To address congestion in the capital, Dr. Forson said preparatory works are underway for:

Pokuase–Amasaman–Nsawam Urban Highway expansion

Accra–Tema Motorway transformation project

Both road projects are expected to commence in 2026 under a public-private partnership (PPP) arrangement.
