NSS Ghost Names Scandal: Gifty Oware Released on GH¢10m Bail After Meeting Conditions

Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has been released on bail after fulfilling the conditions tied to her GH¢10 million bail, nearly 20 days after it was granted by the High Court in Accra.

She executed the bail bond on Tuesday, November 11, 2025, in the company of her husband and lawyer, Opoku Adusei, who also serves as Member of Parliament for Asante Akyem.

Mrs. Oware-Mensah, who is accused of causing financial loss of over GH¢38 million to the state in the ongoing National Service Scheme (NSS) “ghost names” scandal, has denied all charges levelled against her.

On October 22, the High Court, presided over by Justice Audrey Kocuvie-Tay, admitted her to bail in the sum of GH¢10 million with three sureties, two of whom were required to justify their worth. As part of the bail terms, the Court ordered that she be placed on a stop list at all entry and exit points in Ghana.

Justice Kocuvie-Tay also directed that the sureties deposit copies of their passports and Ghana Cards with the Court Registry. Mrs. Oware-Mensah was further instructed to surrender all her travel passports to the court and to report to the case investigator on the first and third Tuesdays of every month.

The investigator is also mandated to file monthly progress reports to the court on the last working day of each month.

The prosecution, led by Director of Public Prosecution (DPP) Mrs. Yvonne Atakora Obuobisa, is expected to file disclosures by November 19, while the case has been adjourned to November 25 for a Case Management Conference.

Gifty Oware-Mensah faces one count of stealing, two counts of willfully causing financial loss to the Republic, and one count each of using public office for profit and money laundering.

According to the prosecution, the alleged infractions led to a financial loss of GH¢38,458,248.87 to the state through the fraudulent inclusion of ghost names on the National Service payroll.
