Adom-Otchere drags OSP to court over property declaration directive

Former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, has filed an application at the High Court seeking to quash a directive by the Office of the Special Prosecutor (OSP) ordering him to declare his property and income.

The application for judicial review, filed on Tuesday, October 28, 2025, is directed at stopping the OSP from enforcing a Notice to Declare Property and Income issued to him on August 4, 2025.

Lawyers for Adom-Otchere, led by former Attorney-General Godfred Yeboah Dame, argue that the directive is “manifestly unlawful” and violates the Office of the Special Prosecutor Act, 2017 (Act 959), its accompanying regulations, and principles of due process.

They contend that compelling their client to submit his property declaration to the OSP—rather than the Auditor-General—amounts to an abuse of power by the Special Prosecutor.

Adom-Otchere, who is currently under investigation for suspected corruption in the award of a revenue assurance contract by GACL to Evatex Limited, is seeking multiple orders, including:

A declaration that the OSP’s directive to declare his property and income is unlawful

The quashing of the directive through a writ of certiorari

A declaration that alleged threats of “legal consequences”, “confiscation of property or income” and “detention” constitute harassment and violate his fundamental human rights

He is further asking the court to prohibit the OSP from detaining him for refusing to comply with the directive by the stated deadline.

The case, titled Paul Adom-Otchere v. Office of the Special Prosecutor, has been filed at the High Court (General Jurisdiction Division) in Accra and is expected to be moved in the coming days.
