MoFFA Gives Unlicensed Mortuaries, Funeral Homes One Week to Regularise Operations

The Mortuaries and Funeral Facilities Agency (MoFFA) has issued a one-week ultimatum to all mortuaries and funeral homes operating without valid licenses to regularise their operations or face closure.

In a press statement dated October 22, 2025, MoFFA reminded operators that it is mandated under Part Two of the Health Institutions and Facilities Act, 2011 (Act 829) to license, control, and regulate all facilities involved in the storage, transportation, and disposal of human remains.

The Agency expressed concern that several facilities continue to operate illegally, contravening Section 55 of Act 829, which makes it an offence to operate a mortuary or funeral home without registration or licensing. Offenders risk fines, suspension, or permanent closure of their facilities.

“All operators of facilities and practitioners are by this notice advised to take steps to regularise their operations or risk closure of their facilities,” the statement warned.

MoFFA urged affected operators to contact its offices located at the former Ministry of Health Main Building, Room 22, or reach out through its official phone lines and website (www.moffa.gov.gh
) for assistance with the licensing process.

The Agency reaffirmed its commitment to ensuring dignity in death and public health safety, consistent with its motto:

“Protecting the Living; Dignifying the Dead.”
