The Office of the Special Prosecutor (OSP) has detained Paul Adom-Otchere, former Board Chairman of the Ghana Airports Company Limited (GACL), after he failed to meet bail conditions following his formal charge in connection with a controversial revenue assurance contract.
According to a statement posted by the OSP, Adom-Otchere and two others—Otchere Kwame Baffour Awuah, Group Executive of Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems—have been interrogated and charged as part of ongoing investigations into alleged procurement breaches at the state-owned company.
The case involves a sole-sourced contract awarded to a private firm linked to the owner of Strategic Mobilisation Ghana Ltd (SML), bypassing the company initially approved by the GACL Board. The OSP is probing potential violations of public procurement laws and irregularities in the contract approval process.
Mr. Adom-Otchere was granted bail with the condition that he must provide two landed properties registered in his name. However, he reportedly informed the OSP that he does not own any such properties in Ghana, resulting in his continued detention.
The Special Prosecutor’s office has not disclosed the specific charges yet but emphasized that the investigation is part of its broader mandate to combat corruption and hold public officials accountable.
The case continues to attract national attention due to Adom-Otchere’s public profile and the growing concerns over transparency and procurement practices in key state institutions.
