The government is poised to announce a series of bold fiscal measures aimed at boosting domestic revenue mobilisation when it presents the 2025 Mid-Year Budget Review to Parliament on Thursday, July 24.
Finance Minister Dr. Cassiel Ato Baah Forson will deliver the statement, which is expected to center on Ghana’s fiscal performance in the first half of the year and detail strategies to sustain the country’s economic recovery under the ongoing IMF-supported programme.
The presentation will focus on critical areas such as revenue generation, spending efficiency, and possible revisions to existing tax policies. It will also provide a comprehensive assessment of government performance in areas including revenue targets, public expenditure, debt servicing, and policy execution.
With major infrastructure projects—particularly road construction and rehabilitation—on the horizon, the government is under pressure to meet revenue targets without compromising fiscal discipline.

The introduction of the ₵1 fuel levy
The scrapping of the Electronic Transfer Levy (E-Levy)
Ongoing efforts to simplify the VAT system, with discussions around removing the COVID-19 levy
The government remains committed to structural reforms under the IMF programme, having already met several key benchmarks. Officials are keen to maintain momentum and avoid any backsliding in economic recovery.
For 2025, Ghana’s domestic revenue target is set at over ₵200 billion, making revenue mobilisation a top policy priority.
The Finance Minister is also expected to provide updates on flagship government policies, including the 24-hour economy initiative and the Big Push infrastructure agenda, outlining how these programmes will be funded in the second half of the year.
