Governance expert and former Senior Presidential Aide, Dr. Tony Aidoo, has issued a blistering critique of Ghana’s Special Prosecutor, Kissi Agyebeng, accusing him of incompetence and failing to deliver on his core mandate of fighting corruption.
Speaking in an exclusive interview on JoyNews on Thursday, July 17, Dr. Aidoo expressed deep concern over what he described as the ineffective performance of the Office of the Special Prosecutor (OSP) since its establishment in 2017.
“He talks big, he talks small, and he doesn’t know what he is doing,” Dr. Aidoo said bluntly, adding that the Special Prosecutor has not achieved any meaningful prosecutions despite public promises and media engagements.
Citing the controversial Cecilia Dapaah case as a prime example of poor handling, Dr. Aidoo accused Mr. Agyebeng of making a “mess” of corruption investigations and questioned whether he is protecting corrupt individuals rather than holding them accountable.
“Look at the mess he made with the Cecilia Dapaah case. He has never succeeded in any prosecution on corruption, so what are we paying him for?”
Dr. Aidoo went on to say that the lack of successful prosecutions is due to weak legal groundwork by the OSP, stressing that well-prepared cases backed by solid evidence would stand up in court.
“If you build up your case, the judges will not ignore your evidence. But if you fail to present convincing evidence, then that is what you are going to get from the judgment.”
He concluded with a sharp piece of advice to Mr. Agyebeng:
“Talk less and do more.”
The Office of the Special Prosecutor, created under Act 959 in 2017, is Ghana’s leading anti-corruption institution with a mandate to investigate and prosecute cases involving public officials, politically exposed persons, and executives of state-owned enterprises. However, critics like Dr. Aidoo argue that it has yet to demonstrate its full potential in holding corrupt officials accountable.
