Gov’t Phases Out 1D1F, Prioritises Agro-Processing Parks Under 24-Hour Economy Plan

The government has officially ended the One-District-One-Factory (1D1F) policy, shifting its industrialisation focus to agro-processing parks under the 24-hour economy framework.

Trade, Agribusiness, and Industry Minister Elizabeth Ofosu-Adjare confirmed the move while addressing Parliament on Tuesday, July 8, 2025. She stated that the 1D1F initiative, a flagship programme of the previous New Patriotic Party (NPP) government, is no longer in effect and does not offer any incentives.

“Mr Speaker, I wish to inform the House that the 1D1F policy no longer exists,” she said in response to a question from Minority Leader Alexander Afenyo-Markin, who had sought clarity on the investment incentives being offered following the policy’s termination and the strategies in place to encourage private sector investment in less-developed areas.

Afenyo-Markin also questioned whether the Ministry was considering the creation of new industrial parks as part of its revised strategy. In response, the Minister highlighted the government’s pivot toward the 24-hour economy — a flagship initiative of the current administration aimed at ensuring continuous economic activity and productivity at all hours.

“The 24-hour economy is the new transformative policy designed to keep Ghana economically active around the clock,” Ofosu-Adjare explained.

As a key component of this initiative, she announced the development of agro-processing parks, which are intended to drive job creation, boost export capacity, reduce imports, and generate foreign exchange.

“These agro-parks will be central to our efforts to ensure round-the-clock production, especially in agro-processing zones, and will support our goal of value addition in agriculture,” she added.

The 1D1F policy, introduced in 2017, was designed to establish a factory in every district to support industrial growth and reduce dependence on raw material exports. With its phase-out, the government is now realigning its industrial policies to support broader economic transformation through innovation and sustained productivity.
