Adu-Boahene Memo Alleges GH₵8.3m Spent on Opposition Party Before 2024 Election

A leaked internal memorandum authored by former National Signals Bureau (NSB) Director-General, Kwabena Adu-Boahene, has sparked controversy over alleged misuse of state funds, including GH₵8.3 million reportedly spent on communications equipment for an unnamed opposition party ahead of the 2024 elections.

The memo, which outlines NSB activities from 2020 to 2024 under the guise of “Special Operations,” details several high-profile expenditures, including nearly GH₵1 million in payments to Members of Parliament for facilitating key security legislation. The former NSB chief argues the transactions were necessary for national stability and cohesion, particularly around election periods.

The document claims GH₵960,000 was disbursed to the Defence and Interior Committee during the passage of the National Signals Bureau Act (2020–2021), while GH₵309,000 went to the Subsidiary Legislation Committee in 2024. It also shows more than GH₵14 million in election-related spending, including GH₵7.2 million in 2020 and GH₵6.7 million in 2024.

Other expenditures include GH₵5.1 million on luxury vehicles for a “Special Aide to the President-Elect,” GH₵9.5 million on cyber surveillance tools, and GH₵6.9 million for counter-terrorism operations under “Operation Conquered Fist.”

Mr. Adu-Boahene and his wife, Angela Adjei Boateng, have been charged with corruption-related offences amounting to GH₵49 million, along with two others—Mildred Donkor and Advantage Solutions Limited. The charges range from stealing and money laundering to defrauding by false pretences and causing financial loss to the state.

Currently remanded by an Accra High Court for further investigations, Mr. Adu-Boahene defends the transactions as legitimate national security expenses. He questions the prosecution’s case, asking, “How does one steal public funds without the Auditor-General flagging it?”

The revelations have raised serious concerns over political neutrality in intelligence operations and the broader issue of accountability in state security financing.
