Obetsebi Lamptey Interchange Phase II Halted Due to Delayed Payments – Engineer

The second phase of the Obetsebi Lamptey Interchange project has been put on hold following delays in the release of funds, according to Chief Resident Engineer, Ing. Owusu Sekeyere Antwi.

In an interview with the media on Saturday, May 3, Ing. Antwi explained that although the project is nearing completion, progress has slowed considerably due to financial constraints stemming from unpaid debts to the contractor.

“We’re left with just a few tasks, but the contractor has reduced the pace due to limited resources. Outstanding Interim Payment Certificates (IPCs) exceed €20 million. Last year, the Finance Ministry made some payments that weren’t directly linked to the IPCs, so we need to reconcile those figures to determine the exact amount owed,” he said.

His remarks come at a time when there is increasing public concern about delays in major road projects across the country. The Obetsebi Lamptey Interchange is a vital part of Accra’s road network and is expected to significantly reduce traffic congestion in the Greater Accra Region once completed.

Contractors have since appealed to the government for swift financial support to prevent further delays, while a parliamentary oversight committee has committed to engaging the relevant ministries to address the funding issues and ensure the project’s timely delivery.

In a related update, Ing. Kwabena Bempong, Chief Resident Engineer for the Ofankor-Nsawam Road Project, revealed that the project has also been delayed by 15 months. Originally scheduled for completion in July 2024, the new timeline now projects completion between mid and late 2025.

He cited delays in compensating displaced residents and challenges with relocating utility services as the main causes of the setback.
