Seth Terkper Challenges Perception: NPP Government Did Not Inherit Empty Coffers in 2017

In a recent revelation that has sparked debate and raised eyebrows, former Finance Minister Seth Terkper has come forward to challenge the widely held belief that the New Patriotic Party (NPP) government inherited empty coffers when they assumed office in 2017. According to Terkper, the NPP government was bequeathed a substantial financial foundation that included a whopping $270 million in the Ghana Infrastructure Investment Fund (GIIF), $250 million in the Stabilization Fund, $250 million in the Sinking Fund, and more.

Terkper asserts that the narrative of an impoverished fiscal landscape left behind by the previous government may have been misconstrued. The former Finance Minister contends that the NPP administration received a financial injection of about $1 billion, challenging the notion that they were handicapped by financial constraints in their early days in office.

One of the points emphasized by Terkper is the impressive $270 million that remained in the Ghana Infrastructure Investment Fund. This fund is designed to support critical infrastructure projects, and its substantial balance challenges the perception that the government faced an immediate financial crisis upon assuming office.

Furthermore, the allocation of $250 million each in the Stabilization Fund and the Sinking Fund suggests a strategic financial planning approach by the previous government. The Stabilization Fund is intended to cushion the economy during periods of commodity price volatility, while the Sinking Fund is designed to meet debt service obligations.

Terkper’s revelation sheds light on the financial landscape that the NPP government inherited and raises questions about the narrative surrounding their decision to appoint 130 ministers. According to Terkper, the significant financial reserves at the government’s disposal might have mitigated the necessity for such an extensive ministerial lineup.
